It has been my experience that the checked bags are much more closely checked than the carry-ons. In regards to Chicago, the last time I was there they were announcing over the PA that the carry on was limited to 1 bag which the gate agent was trying to enforce. However when I pulled out the published rules and pointed out what the actual AMTRAK policy was, she relented and let me take the two bags to the train.
